If you right-click on the navigation buttons, and select "FrontPage Component Properties", this is what you´ll see...

This dialogue box allows you to choose which buttons you want displayed on your navigation bar, as well as whether you want them to be displayed as text or buttons.

By default, FrontPage sets buttons to "Same level" (horizontal), and child level (vertical), with "Home Page" and "Parent Page" also selected. 

You will need to experiment on your own with these Navigation Bar settings to find a scheme which suits you.  Remember, while there are emerging "standards" in website design principles, there is no one correct way to do things. Distinctive and cutting edge sites are always apart from the pack.
