Double-clicking on the thumbnail of your home page (or any page of your site tree) will take you into the Editor view of FrontPage. This is where you actually enter images and data.

This is what you´re greeted with.

Across the very top of your screen is the "Banner ", with the name of the page automatically displayed.  (This name changes dynamically as you move to different pages).

Notice (very importantly) the dotted lines.  These indicate "Shared Borders".  Anything in a shared border is displayed on every page.  This is why FrontPage places navigation buttons there - since we need to have them always displayed in the same place.

Down the left margin are text-links to New Page 1, New Page 2, and New Page 3 and so on. To convert these to buttons, highlight them, and then right-click to get a pop-up menu, from which you need to select "FrontPage Component Properties".FPnav1
